In 2 Esdras Chapter 11, The Most High shows Esdras (Ezra) a dream/vision concerning the Fourth Kingdom’s dominion upon the earth. The vision shows the beginning, and end of the Fourth Kingdom/Roman Empire. A vision of the Fourth Kingdom/Roman Empire was also shown to Daniel (See Daniel 7:7-8, 23-24). However, the vision was not fully explained to him (See 2 Esdras 12:11-12). In 2 Esdras 12:10-39, the Most High sends the angel Uriel (See 2 Esdras 4:1, 5:20 and 10:28), to interpret the dream/vision. Additionally, Uriel instructs Esdras to write, teach, and prepare himself for other visions/dreams from the Most High.
The Eagle
2 Esdras 11:1: “Then saw I”
[Esdras] “a dream, and, behold, there came up from the sea an
eagle,” [The Fourth Kingdom/Roman Empire, see 2 Esdras

The Eight Feathers and Three Heads

before reaching the mid-point of the Fourth Kingdom/Roman
Empire.

The Lion Rebukes the Eagle

“wrongful dealing come up unto the Highest, and thy pride unto

times, and, behold, they are ended, and his abominations are

more, thou eagle,” [The Fourth Kingdom, see verse 1]

Uriel Interprets The Twelve Feathers

“This is the interpretation of the vision:”
2 Esdras 12:11: “The eagle, whom thou sawest come up from the
sea, is the” [Fourth] “kingdom which was seen in the vision of
thy brother Daniel.” See 2 Esdras

2 Esdras 12:12: “But it" [The Fourth
Kingdom/Roman Empire] "was not expounded” [Explained in great
detail] “unto him,” [Daniel] “therefore now I” [Uriel]
“declare
it unto thee.” Daniel was only shown the end of the Fourth
Kingdom/Roman Empire. The ten horns in Daniel 7:7, 20
were not explained to him.
The eight Contrary Feathers, and the three Heads, are the last eleven kings of the Eagle/Fourth Kingdom/Roman Empire. This vision was shown to Daniel, see Daniel 7:7-8, 19-21. The little Horn/Beast is the last king of the Fourth Kingdom/Roman Empire.

come, that there shall rise up a kingdom upon earth,” [The

“and it shall be feared above all the kingdoms that were
