Exodus 32:31-33 makes clear that the Most High has a book, which is called the Book of Life. Whosoever sins against the Most High, he bolts or erases their name out of his book.

Under the New Testament or Covenant, and during the ministry of Christ and his disciples, the people that rejected their teachings have sinned against the Most High and are dammed. Christ is the mediator of the New Covenant, see Hebrews 9:14-15, those who followed him will be written in the Book of Life, and those who rejected him will be bolted out, see Matthew 10:32-33, John 6:38-40, Revelation 7:2-4, 14-15 and Revelation 21:27.

As previously explained, the just and the unjust will be resurrected during the time of the Beast to receive their rewards. The names of the unjust are not written in the Book of Life; they will worship and follow the Beast.    

John 10:27-29 and Ephesians 1:3-4 explains that the Elect, and the 144,000/Servants of God/Saints of the Most High were chosen in Christ from the Father and from the foundation of the world. The Elect, and the 144,000/Servants of God/Saints of the Most High will not worship or follow the Beast.
